Take measurement below horse's ear.  Measure from outer ear muscle, across forehead to other outside ear muscle.  Imagine where the bridle straps sit and allow a little more for the loop.

If you are measuring for a velvet browband, add an extra centimetre for the thickness of the ribbon.
