Events:
1. On Thursday, a buyer paid for one item using Paypal. (EBay buyer stephen1986.088 )
2. I shipped out the item on Friday.
3. Immediately on Saturday, the buyer filed a Item Not Received Complaint. The payment became Withhold by Paypal.
4. I furbish Tracking Number to the Paypal Resolution Site.
5. On Sunday, the payment was reversed back into the buyer's hands AFTER I have furbish tracking. What kind of accessory to fact is this?
6. I did extra investigation, and found the buyer has been "buying" over 100-200 items the last few days. That means there are hundreds of other sellers getting scammed.
7. We are unable to leave negative to warn other sellers.
8. I made reports to: Paypal, eBay Trust and Safety, eBay Silver PowerSeller Helpline, eBay Skype Help, eBay Online Chat Help. I called Paypal directly and losing another $10 wasting the truck international call costs. I tried again many times. Going into the LIVE Help. PowerSeller HelpLine.
9. I lose my product, I lose the payment amount, I lose the listing fee and closing fees and shipping costs, time (time is money), effort, and gained more agony. The Paypal Seller Protection does not work even after every rules was followed.
10. Even with all evidence, Tracking Number, evidence of buyer making a fraud out of the system, repeated reports, still no action has been made to help sellers, or stop the scammer from continuing pillaging hapless users.

Then on Saturday, the buyer filed an item not received in Paypal.
I furnished the Tracking Number and all details on Saturday.
Today (Sunday), Paypal made a Reversal and Close the Case. In my account, it shows payment (to me) has been cancelled and refunded/reversed to the buyer. I want to know why is this happening even I have sent and item is with a Tracking Number? I made a call to the number recorded but it was not working. Number is not in operation.
It is impossible for item to arrive on the weekend. And I wonder how Paypal allows buyer to do so. Like immediately setting out a Item Not Received Complaint after I have sent the item and within 2 days of the transaction. In short, I am short now of my goods, my fees, and my payment and shipping costs.
I made further investigations, and found this buyer stephen1986.088 has been making countless purchases over 100 items over the past few days. See my attached screen capture (filename fraud1.jpg) search via eBay Completed Items by same bidder/buyer.
This could be an indication this buyer is scamming others as well and ongoing while this email message is being written.
The moral of the story:
eBay forced sellers to use Paypal but almost all Autralian buyers have an Unconfirmed Address or Unverified Address. Then how are we suppose to keep accepting the payment or keep rejecting the payment? If I keep rejecting, the buyers get furious and give me a negative. If I keep accepting, then I get scammed and eBay says it's the onus of the seller to NOT accept Unconfirmed Addresses. This is giving NO protection for sellers while FORCING sellers to partake in Paypal which puts us in more risk than ever.

Or goto my page by clicking my username and leave a comment in my blog or do something somewhere we could all voice out together. Perhaps with enough numbers, there's something than could be done. Someone who has knowledge and a way out for us genuine loyal eBay sellers that have been unjustly treated.

I have received friendly help from others who have similar situations. Here is one suggestion from Chris (fnb4wd) to file for help with the Ombudsman (Australia). Below is his message:
Hi there. I just read about your experience with ebay/paypal scammers. I am a seller and have just been stung by a buyer doing the exact same thing as done to you. Except I am new to ebay and didn't send by registered post so no tracking number. Buyer realized on receipt of $1014 item and claimed not received and got money back. We have Ombudsman to complain to at www.bfso.org.au who may help Australian clients. perhaps they will help you. Best wishes. Lets hope we can all complain and change Paypal. Cheers. Chris
