Question
can you use a mobile dongle for the ps3 if there is no other internet connection available
Answer
I'm not the most knowledgeable person in this topic, but I'll give it a go.
Yes its possible but its not recommended, each time you power down, your settings will change. Even if you get the networking to work and the PS3 to "see" the internet it's not really going to work for online gaming.
Typically you need 30-40 milliseconds latency or less to do justice when gaming online, when using cell connections, you're lucky to get the low hundreds.
Obviously, wired internet or wifi hotspots are you're best bet when trying to connect online.
